The North Coast Line (NCL) corridor has been the primary corridor for intermodal rail freight between Brisbane and Cairns for many years and operates as a multifaceted supply chain transporting a range of commodities required for communities across the region. The NCL has a range of Government and commercial stakeholders who are seeking to maximise their return from operations on the corridor and compete with road freight, which, provides mode substitution options and fierce competition to rail.

The NCL Capacity Improvement (NCLCI) program forms part of the Government’s Priority Economic Works and Productivity Program (PEWPP) which has been allocated $300 million to deliver targeted, productivity lifting transport infrastructure within a condensed timeframe.

Following the announcement from Government in March 2016 consultation was undertaken with above rail freight operators (Aurizon and Pacific National) who indicated their preference was to improve their existing service offering (<650m train length) through operating at least one over-length freight service (<950m) per day, per operator, in either direction, a total of 28 services per week. Extensive planning and modelling was undertaken to determine the optimum extended train lengths, extended crossing loop locations, master train schedule and financial implications. As an outcome of this process, a program scope of works was developed to extend four crossing loops to permit the crossing of over-length freight services between Mackay and Townsville.

The high-level scope for this crossing loop extension project is as follows:

•   Extend four crossing loops located at Mount Ossa, Longford Creek, Guthalungra and Gumlu to enable the regular scheduling of longer freight trains on the NCL (<950m).

•   Modify the associated existing signalling and operational systems in accordance with the new track layout.

All works at Longford Creek, Guthalungra and Gumlu have been completed using largely internal Queensland Rail resources, for the Mt Ossa location however these resources will not be available to complete the works.

This tender aims to establish a Major Works Contract with a suitably capable and experienced Contractor for the Mt Ossa Passing Loop works ensuring high quality service, achieved deadlines and value for money.

The tender is for “Construct Only” works; detailed design for the works have been completed.

The Contractor will be engaged as Principal Contractor responsible for the management of all required disciplines performing specific works including Queensland Rail Track and Signalling teams who will undertake track resurfacing and signalling works.

Queensland Rail will also be conducting a mandatory site inspection on 4 May 2023, this will commence from Seaforth Road Mt Ossa.
