The Department of Resources (Resources) is responsible for maintaining Queensland Government’s foundation spatial data, described by the ANZLIC Foundation Spatial Data Framework (FSDF).

Resources is undertaking a spatial information system upgrade program, initially focused on modernising the systems used to manage and maintain our spatial cadastre (under the Land Parcel and Property theme) data, and our location addressing (under the Geocoded Addressing theme) data.

Following proof-of-concept work to explore modernisation options, Resources commissioned the development of a Solution Architecture to describe the optimal “Future State” for our spatial cadastre and location addressing management and maintenance environments.

This Request for Quote (RfQ) seeks a provider of technical system design and implementation services to support the spatial cadastre component(s) of the Future State Solution Architecture. The Esri ArcGIS Parcel Fabric solution has been identified as the preferred option for the management and maintenance of our spatial cadastre data.

Existing Environment (Current State)

Bentley MicroStation CONNECT (10.14) is currently used to manage and maintain Queensland’s spatial cadastre in an Ingres (11.2) RDBMS known as the Digital Cadastral Database (DCDB).

Proposed Solution (Future State)

The Future State Solution Architecture describes management and maintenance of spatial cadastre data in the Esri ArcGIS (currently Pro 3.1.2, Enterprise 10.9.1) Parcel Fabric solution.

The Future State Solution Architecture aligns with the recommendations of the ICSM and ANZLIC Cadastre 2034 strategy, and with national and international standards.

Requirements and Scope

Ingres and MicroStation CONNECT are to be retired, as they are no longer fit-for-purpose.

Resources has an established Esri ArcGIS Enterprise solution deployed in an Esri-managed AWS cloud environment. Establishment of Esri ArcGIS and establishment of cloud architecture are not in the scope of work.

Decision on the optimal database environment, compatible with the recommendations of the Future State Solution Architecture, have not been identified or designed.

The scope of this project is the design and implementation of a Parcel Fabric management and maintenance environment based on the Future State Solution Architecture, with the following characteristics and deliverables:

  • Deliver an implementation strategy for ArcGIS Parcel Fabric. This strategy will outline the steps, methodologies, and technologies required to successfully implement the Parcel Fabric based on the Future State Solution Architecture.
  • Identify appropriate, supportable, sustainable, cost-efficient, and effective Future State database implementation options through an assessment of existing Resources environments and architectures. Should no existing environments and architectures meet the Future State requirements, recommend options and, with agreement from Resources:
    • Design and implement the agreed solution.

Develop an action plan/roadmap for migration from the Current State spatial cadastre data environment to the agreed Future State spatial cadastre data environment.
