The Department of Energy and Public Works (the Department) requires professional services to deliver a comprehensive package of works to help identify and evaluate potential locations for hydrogen refuelling stations (HRS) in Queensland and developing a subsequent plan for the phased rollout of refuelling sites to support the adoption of hydrogen-powered heavy vehicles.
The primary objective of this work is to identify a series of optimal refuelling station locations for line-haul transport heavy vehicles in Queensland, and develop a phased rollout plan, including proposed sites, maps and program timing for a Queensland hydrogen refuelling network.
It is recommended that the successful applicant would assess each potential site individually with the primary focus on the HRS being publicly available and supporting line-haul operations (particularly for Southeast Queensland) and secondarily, should look at the merits and potential to support a back-to-base model for each site to achieve maximum utilisation.
Suitable sites need to be informed by industry/market engagement and support back to base operations for heavy vehicles. Buses should be identified to supplement the primary objective.
The Department requires the delivery of a package of works for the development of a Queensland Hydrogen Refuelling Network. The package should include -

- A Refuelling Network Site Map
- Site Location Analysis Report and Recommendations
- A public facing summary document
- Industry/market engagement plan, report and summary
- Key Assumptions and Models for Assessment
- Presentation(s) (in an editable PPT format)
