Queensland Hydro is a publicly owned entity established by the Queensland Government to design, deliver, operate, and maintain long duration pumped hydro energy storage assets that will be the cornerstone for the transformation of the state’s energy system. This transformed energy system will predominantly rely on wind and solar energy generation, complimented by dispatchable energy sources such as batteries and pumped hydropower energy storage (PHES). Long duration PHES will be a critical component of this future energy mix.   The Pioneer-Burdekin and the Borumba PHES will be keystone projects to enable the Queensland Government’s energy system transition.  

Queensland Hydro has been tasked to prepare a Detailed Analytical Report (DAR) and Environmental Impact Assessment (EIS) for the projects.

The purpose of this Request for Quote (RFQ) is to engage suitably qualified supplier/s to perform (non-indigenous) Historic Heritage studies in support of the Borumba and Pioneer-Burdekin PHES.

These studies will play a pivotal role in the development of both the Borumba Pumped PHES Project's EIS, and the Pioneer-Burdekin DAR and EIS. The studies are designed to assess the existing Historic Heritage and its potential impacts, with a specific focus on non-indigenous heritage aspects, for each project phase.

The technical studies required for each project phase are as follows: 

Borumba PHES (EIS Phase): 

  • Provide a Historic Heritage Technical Report that support the requirements of an EIS and future monitoring 

  • address recommendations, where applicable, from initial historic heritage assessment 

  • prepare historic heritage inputs to the relevant EIS chapter  

  • provide subject-specific input to other EIS assessments and chapters and the Project Environmental Management Plan (EMP). 

Pioneer-Burdekin PHES (DAR and EIS Phase):   

The Historic Heritage study for Pioneer-Burdekin will comprise of a scope to be delivered in two (2) Phases:  

  • Phase 1 - DAR: Studies, assessments, and surveys to develop an Historic Heritage Technical Report which will be used to inform the Project DAR: 

  • describe, using existing data supplemented by new field data, the historic heritage values; 

  • use identified values to inform the development of the Project’s DAR and EIS; 

  • provide a Historic Heritage Technical Report of a standard suitable for inclusion as an appendix to the DAR. 

  • Phase 2 - EIS: Additional studies which will be used to inform an EIS for the PHES: 

  • provide an updated Historic Heritage Technical Report and inputs to the relevant EIS chapter to support an EIS; 

  • provide subject-specific input to other EIS assessments and chapters and the Project EMP.
