Provision of Mail Scanning and Digitisation Services
The Queensland Government is seeking Proposals for the provision of mail scanning and digitisation services to the Registry of Births Deaths and Marriages. The Department of Justice and Attorney General through the Registry of Births Deaths and Marriages (RBDM) is seeking offers from suitably qualified suppliers who possess the capabilities and experience to provide Mail Processing and Digitisation services (excluding Mail Security Screening).
RBDM is seeking the following services / goods, in accordance with RBDM’s Business Rules (see Attachment 2) from the successful supplier:
Establishment of scanning templates for all RBDM forms for metadata capture
Secure daily collection of RBDM’s Mail Items from the QGMSSC (currently located at West End)
Maintaining comprehensive security plans regarding the security of the customer’s mail i.e. premises, personnel, records, electronic files
Mail sorting including management of processing of incoming Mail Items
Initial assessments of Mail Items to determine categorisation
Batching of Mail Items
Scanning Mail Items within the security controls of Queensland Government Information Security Classification Framework Asset Classification register
Attaching relevant metadata to the scanned Mail Items
Utilising leading scanning and capture technologies i.e. Barcoding – 1D and 2D Capture
Redaction of all credit card / payment details prior to transmitting scanning images to RBDM in line with current Payment Card Industry Data Security Standard (PCI DSS)
Uploading the scanned images of the Mail Items to the Customer-owned secure repository by remote access for retrieval by the customer
Secure delivery of hardcopy Mail Items to the RBDM
Ongoing development of, and updates to, scanning templates, as required by RBDM, to meet business and legislative needs
It is anticipated that all physical scanning work can be carried out in the Brisbane area and that the Supplier will provide resources that are based in Brisbane for the duration of the agreement. Suppliers are advised when preparing their offer that no expenses or disbursements beyond the original amount contracted are to be incurred without express written permission from the Customer.
