The Department of Justice and Attorney General is planning to undertake a campaign to raise community awareness around The Failure to Report Offence.  The Failure to report offence community awareness campaign supports the government's response to the WSJT Report 2, Recommendation 8, calling for a broad community awareness campaign to improve awareness and understanding of the scope and intent of the Failure to report offence, with targeted messaging for youth, health and sexual assault services. To ensure the campaign concept meets the intent of the project objectives and specific audience needs, our agency will engage a research supplier to conduct concept testing, facilitate limited stakeholder testing and conduct campaign evaluation market research. 

The Department is seeking to engage a research supplier to:

• Conduct one round of concept testing of 2-3 concepts (with a representative and statistically sound sample of the Queensland population, with quotas for the specific target audience groups) for the Failure to report offence community awareness campaign 2024, pinpointing areas of value, and identifying areas requiring further development to meet campaign targets
• Conduct one round of concept testing with representatives from youth, health and sexual assault service providers.
• Conduct one concept testing session with select stakeholders identified by the department
• Evaluate the Failure to report offence community awareness campaign 2024 to determine the effectiveness of the campaign and its impact on changing Queenslanders' behaviours and attitudes towards identifying and reporting child sexual abuse.
