Overview

Community Corrections within QCS is responsible for the supervision of individuals in the community who are subject to community correction orders or parole. It contributes to a fair, safe and just Queensland by managing government and privately operated custodial facilities,  by supporting the rehabilitation of offenders within and outside its facilities and by assisting in crime prevention through the humane containment, supervision and rehabilitation of offenders in correctional centres and the community.

The Community Corrections Individual Reporting System allows offenders in the community to register their attendance at a District or reporting office by identifying themselves using their biometric data, entering information and answering a series of questions. The solution enables the registration of low risk offenders through self-service in a way which provides an appropriate level of check to reduce the risk of re-offending.

As the current equipment and technology was implemented around nine years ago and is at an end of life stage, QCS has planned to go out to market to evaluate the latest technologies, which can provide more alignment to the current QCS requirements and a best value for money for the organisation. QCS is seeking a complete “As-a-Service” model offering, to be delivered in conjunction with a QCS project team.

Objectives of this ITO

The primary focus of this exercise is to replace the current Reporting System with a new, contemporary system which must provide:

  • Enrolment of the Supervised Individual.
  • A self-service reporting capability for Supervised Individuals, including biometrics for identification.
  • An administration function for District Office staff to maintain users and information that is presented to the Supervised Individual.
  • Reminders and notifications to offenders about reporting dates and deadlines.
  • Management reporting on Supervised Individuals including those that have not reported on scheduled dates.
  • Integration with QCS Inegrated Offerders Management System (IOMS) form an end-to-end case management prespective.

Other improvements will be considered, dependent on the availability of new technologies that can provide increased efficiencies and a enhanced end user experience across the full end-to-end process including but not limited to:

  • Mobile reporting options
  • Waiting room functionality
  • Diary functions to capture other key dates, e.g., psychology appointments, program dates etc.
  • Convert paper-based processes and artefacts to a digital platform and incorporating these into the self-serve solution.
  • Provide Supervised Individuals more self -serve functions (so they will no longer need to request services in person or over the phone) to:
    • update their personal details e.g. address and phone number
    • view documentation relative to them e.g. their orders etc.
    • complete forms digitally e.g. travel request forms etc.
  • Enable two-way communication mechanism between QCS staff and Supervised Individuals e.g. to send / receive reminders of appointments, reporting dates, documentation, referral requests.

Desired Outcomes

  • Identify potential suppliers for new offender reporting solution for use within Community Corrections.
  • Understand new or innovative technologies that are capable to meet QCS business requirements
  • Obtain information about suppliers prior implementations and extended offerings that may support the functions of Community Corrections.
  • Develop an understanding of timelines and other factors associated with the solution implementation.
  • Obtain pricing information for “as-a-service” offerings, e.g., associated infrastructure, hardware and devices, software, licencing, support and maintenance.
