Q1: When is it expected that the successful supplier will be notified of their appointment, and for contracts to be signed?
Timeframes usually take minimum one week depending on internal approvals and any contract negotiation. Delivery dates can be negotiated if the contract commencement has impacted the suggested timeframe, and in agreement by both QBCC and the Supplier.
Will electronic signatures be accepted?
Yes, QBCC provide contract documents and letter of acceptance via Docusign to facilitate efficient sign-off and version control of final countersigned documents.
Q2: Is there any objection to a response from a consortium of providers, with one lead?
No objections, this is welcomed and consider in particular where you are able to demonstrate diversity of providers and meeting any Queensland Procurement Policy targets and commitments through the consortium formation (https://www.forgov.qld.gov.au/finance-and-procurement/procurement/procurement-resources/search-for-procurement-policies-resources-tools-and-templates/queensland-procurement-policy-2021)
Q3: If a consortium respondent involves legal practitioners, is there any expectation that will create an actual, perceived or potential conflict of interest in those practitioners representing parties responding to enquiries from QBCC in future?
Legal practitioner parties representing parties responding to enquiries from QBCC are not expected to be placed in a position of actual, perceived or potential conflict of interest due to the nature of this procurement activity's particular deliverables and the information that will be provided.
Q4: What is the reason behind the stated timeframes?
Availability of defined budget has been taken into consideration when formulating timeframes for delivery.
Q5: Is it possible that work may be acquitted after the 31 July 2023, for example, delivery of training?
Contract extensions and variations may be requested where a minor impact on delivery time will provide a more optimal and desirable outcome.
Q6: Is there an expectation that existing systems will be adopted, for example, Sharepoint? If so, what system/s?
The successful Supplier is expected to provide design requirements, but not expected to do any system development, and therefore should not require access to internal systems. Any information required by the Supplier to support successful delivery of the requirements can be requested through the QBCC contract manager.
Q7: In light of question 6, what level of access to internal systems and technology will be provided to the successful respondent?
As above this is not expected to be required. However, any external access to share and collaborate on project documentation can be provided through an MS Teams site, where necessary. Specific IT system access is granted where a need has been identified and approved on a case by case basis.
Q8: Is the stated requirement to deliver the response in person in hard copy to the office of QBCC the only method of acceptable delivery of the response? If electronic submission is available, please advise of the preferred method for electronic delivery.
This is not correct and attempts are being made to amend this. Please submit your response electronically via QTenders, as the preferred method, by the due date and time.
