Tender Overview

The Queensland Government has committed $75 million to developing the Queensland Resources Common User Facility (QRCUF) to support pilot and demonstration scale trials of processing methods and technologies for critical minerals and rare earth elements, enabling prospective miners to begin producing mineral samples at scale.

The QRCUF will be a fully enclosed facility:

  • containing a base set of processing equipment, with a target nominal capacity of up to 1.5 tonnes of feed ore per hour
  • designed to accommodate trials of a range of critical minerals and rare earth elements, with the initial focus being vanadium
  • able to be adapted to accommodate different users’ processes
  • capable of future expansion.

Queensland Treasury now invites expressions of interest (EOI) from suitable Managing Contractors for the design and construction of the at the Cleveland Bay Industrial Park, Stuart in Townsville.

The EOI is the first stage of a two-stage procurement process comprising of an EOI and a Request for Proposal (RFP) stage.

The proposed delivery model for the QRCUF is a two stage Managing Contractor arrangement.

The EOI opens on 18 April 2023 and closes at 10am on 15 May 2023.

EOI responses may only be submitted via Qtenders.

For detailed information on the submission and response requirements, please review the “QRCUF Invitation for EOI” in “Section 3 – Here is the detail”.
