Tender Overview

 

CQUniversity invites tenders from suitably qualified, registered and experienced Consultants and their appointed/affiliated Design Teams, for the design of the Rockhampton TAFE Consolidation Stage 2 Design Project (the Project).

In 2020, the Queensland Government committed $8 million towards establishment of a TAFE Centre of Excellence at CQUniversity’s Rockhampton North campus. This initial investment facilitated the relocation of key construction trade programs—including plumbing, carpentry, cabinet making, and bricklaying—from the Rockhampton City campus (RKC) to the Rockhampton North campus (ROK). This initiative marked the first phase of a broader strategic project to consolidate all CQUniversity Rockhampton-based operations at a single location, referred to as the Rockhampton TAFE Consolidation.

In 2024, the newly elected Queensland Government reaffirmed its support for this vision by allocating an additional $61.1 million to enable the relocation of the remaining vocational education and training (VET) programs and associated support services from RKC to ROK. This funding encompasses all construction and ancillary activities required to complete the transition and is known as the ‘Stage 2 Consolidation’. This RFQ relates specifically to design of this second stage.

During the first half of 2025, CQUniversity engaged a consultant team to progress the Project design to approximately 30% completion, sufficient to support a business case submission to government. The business case demonstrated the project’s feasibility within the allocated budget and the required delivery timeframe.

CQUniversity now seeks to advance the design to a 60% completion level, which will form the basis of the technical documentation for two separate Design and Construct contracts (D&C). At CQUniversity’s sole discretion, there is potential for the successful Consultant to be novated to the D&C contract to complete the design and support project delivery.
