Section 1

Tender Overview

Background

This is a Request for Information.  Suppliers need to register their interest in providing a RFI submission and a link will be sent via SAP Ariba t(refer to “How to Respond” below).

Energy Queensland Limited (EQL) wants to build upon its current understanding of products/services available through early engagement with the supply market, to discover possible solutions that could meet the requirements.

All suppliers that can offer a suitable solution to address the Problem Statement are encouraged to submit a response to this RFI.  Failing to provide a response may impact the future procurement strategy.

Objectives of RFI

The RFI is intended to address the following key items:

  1. What solutions (if any) can meet EQL’s Functional and Non-Functional Requirements as detailed in RFI Part B?
  2. What experience do suppliers have and where has the solution been implemented?
  3. What delivery methods are available?
  4. How would data be migrated and risks managed?
  5. What other risks or challenges should EQL be aware of?
  6. What is the indicative pricing and pricing models available (including implementation services, licensing/subscriptions)?

Scope

EQL require a software solution that will enable effective asset management processes covering the complete asset lifecycle stages including:

  1. Long term / strategic planning
  2. Short term / project planning
  3. Design
  4. Implementation
  5. Operate and maintain

The solution will play a key role in the management of critical infrastructure, therefore the preference is to store, host and maintain system on-premises in designated data centre/s under EQL management and control.  The solution must include appropriate cyber security features and disaster recovery capabilities. This will include backup capabilities on-premises.

Refer to RFI Part B for detailed functional and non-functional Requirements.

Technical Constraints

The EQL telecommunication network utilises both older and newer technologies.  The solution must be capable of supporting the following technologies:

  1. Physical optical and copper network;
  2. DWDM, CWDM via optical and other fibre efficiency technologies;
  3. Microwave technologies;
  4. PDH and SDH-based transmission and multiplexing equipment;
  5. Ethernet, IP and MPLS technologies;
  6. Terminal Servers/Emulation/Media Conversion devices;
  7. Logical wavelength connectivity management;
  8. Logical Layer 2 services management;
  9. Logical Layer 3 services management;
  10. Logical tunnelled service management;
  11. Telecommunications infrastructure associated with data centres and Point-of-Presence (POP) sites; and
  12. Infrastructure including DC supply, racking, cable management etc.

Request for Information

Suppliers wishing to provide a RFI Submission are required to register for the Request for Information by following the “How to Respond” instructions below.  

How to Respond

The Customer will be using the SAP Ariba application to manage this process.  Suppliers who wish to receive RFI documentation are required to follow the below instructions:

  • Suppliers need to register for this RFI by sending an email to the Contact Officer, Nicole Woods (nicole.woods@energyq.com.au).
    The email subject should contain the above tender title including the request number and the email should contain the following:
    - business entity name,
    - ABN
    - business address
    - contact name, email address and phone number.  
  • Suppliers will be required to complete the Ariba registration process. 
  • Once registered, Suppliers will be invited to respond to the RFI and will be able to access the RFI documentation via a link contained in the email notification. Please note this link will expire within 24 hours.
  • Suppliers must accept the prerequisite Bidder Agreement under the ‘Review and Accept Prerequisites’ tab to ensure all system generated notifications are received. Notifications may include Content updates and changes to Event Timing.
  • If the Supplier elects to submit a response, they must do so using SAP Ariba.
