The Department of Transport and Main Roads has established a new whole of Government Standing Offer Arrangement (SOA) called the Infrastructure Building and Construction Panel (IBCP). IBCP has four categories:
Commencing in 2024, there will be a change in the IBCP pre-qualification process. Moving forward, prequalification assessments and admissions will be limited to designated quarterly intakes. As part of this new approach, all pre-qualification assessments are required to be submitted for review and acceptance during each quarterly intake. There will be no ad-hoc or urgent prequalification assessments, and suppliers are encouraged to undertake forward planning for the upcoming quarter and submit application during the quarterly assessments. Annual IBCP invitation release dates are: 28 February, 31 May, 31 August and 30 November. New suppliers will be invited through QTender to join IBCP each quarter once they become prequalified in one or more categories.
