Forward Procurement Notice - PHES Designer Queensland Hydro is seeking a suitably qualified Pumped Hydro Energy Storage (PHES) Designer to provide design and other services for our Borumba Pumped Hydro Project (the Project). The successful Proponent will partner with Queensland Hydro to progress the design of the Underground Main Works package (a major component of the Project, including the power station) and support Queensland Hydro in the process of engaging an Original Equipment Manufacturer (OEM) and Underground Contractor (UC), who will deliver the works. The PHES Designer will also: • need to work collaboratively with Queensland Hydro and the selected UC and OEM to further progress the design and to deliver the Underground Main Works package; and • interface with: 1) the Dam Designers, selected by Queensland Hydro, who will be responsible for delivering design services for the Upper and Lower Dams; and 2) the External Roads Designer. The procurement process for the PHES Designer will comprise a two-stage process including an open market Expression of Interest (EOI) Phase and subsequent Request for Proposal (RFP) Phase. The scope of the PHES Designer package will require the PHES Designer to provide full design services for the design and construction phases of the Underground Main Works package (including intakes, tunnels, caverns, power station complex, integration of OEM electro-mechanical equipment, and interface with dam packages). The EOI is expected to be released to market in Q1 2024 with contract award targeted for late Q2 2024. Broadly, the PHES Designer scope of works will comprise of: 1. reviewing the current Front-End Engineering Design and progressing design to Issue for Tender (IFT); 2. supporting Queensland Hydro in appointing an OEM; 3. supporting Queensland Hydro in appointing an UC; 4. progressing the IFT Design to Issue for Construction (IFC); 5. design integration management; 6. physical model and equipment manufacture acceptance; and, 7. providing Construction Phase Design Services. Additionally, the PHES Designer will be required to: • specify, interpret, and model the available geotechnical information with support from Queensland Hydro’s Geotechnical Technical Services and Management (TSM) Support Contractor; • work with Queensland Hydro’s internal and external stakeholders; and • work collaboratively with Queensland Hydro’s and its Contractors (incl. the OEM and UC) as the Borumba Pumped Hydro Project is progressed and delivered. Designers should understand that this is guidance only and Queensland Hydro reserves the right, at its absolute discretion, to amend the schedule and procurement processes at any point. Queensland Hydro will provide a further update prior to commencement of the EOI Phase. |
