Section 1

Tender Overview

The objective of this procurement strategy is to identify a suitable supplier to establish and deliver Neighbourhood Centre and Community Connect services at Rockhampton, from a newly constructed Rockhampton Neighbourhood Centre to be located in the suburb of Berserker.  The new Neighbourhood Centre is scheduled for completion by March 2025 and its construction is funded by the department.

Neighbourhood Centre Initiative - The Neighbourhood Centre initiative is foundational to the department’s investment in community services and the value of Neighbourhood Centres is acknowledged through Communities 2023. Neighbourhood Centres provide critical social infrastructure to communities across Queensland as well as a universal point of access for individuals and families to obtain support and advocacy services and referrals to formal service systems. Each centre takes a place-based approach, providing activities and events to respond to the individual needs and priorities of their local communities, to promote social connectedness, and build capacity in communities.

Community Connect Initiative - The Community Connect Initiative is funded by the department to provide support, information and referral for individuals and families experiencing significant vulnerabilities and complex needs.  Community Connect Workers are embedded in Neighbourhood Centres, in locations which experience high levels of disadvantage, to provide a more intensive and individualised response to community members experiencing significant vulnerabilities and complex needs by assisting to build their capacity and provide support and linkages to formal services. 

This procurement activity will contribute to the Communities 2032 Action Plan 2022-25 destinations by:

  • supporting the vital role of Neighbourhood Centres in responding to the needs of the community,
  • continuing the expansion of the Community Connect initiative, and
  • delivering initiatives that support the Path to Treaty.
