The Office of Liquor and Gaming (OLGR) regulates the Liquor Act 1992 (the Act). The Act requires triennial reviews of Safe Night Precincts (SNP) by the Minister, to consider whether the prescribed area of each of the 15 SNPs in Queensland continue to meet legislative requriements to:
- Minimise harm, and the potential for harm, from the abuse and misue of alcohol and drugs, and associcated violence
- Minimise alcohol and drug-related disturbances, or public disorder.
This opportunity is for the suitable supplier to provide the initial triennial review in line with The Safe Nights Precinct Review Framework. Safe Night Precincts are located in Airlie Beach, Brisbane CBD, Broadbeach, Bundaberg, Cairns, Fortitute Valley, Gladstone, Inner West Brisbane, Ipswich CBD, Mackay CBD, Rockhampton CBD, Sunshine Coast, Surfers Paradise, Toowoomba and Townsville.
The successful supplier will be required to provide an interim and final report and briefing to OLGR answering the following three evaluation questions:
- Whether each SNP continues to meet the legislative purpose?
- Whether other issues such as policy change or violence may be drivers for legislative amendment or adjustment of boundaries for SNPs (eg. mandatory requirements for ID scanning)?
- Whether consideration to revoke the declaration of a SNP should occur?
