Section 1

Tender Overview

Stadiums Queensland is seeking proposals from suitably qualified companies, organisations and individual operators for the provision of Consultancy Services for the Organic and Waste Diversion Project at Queensland Country Bank Stadium.

The successful Proponent will provide the following services:


1. Undertake a Current State Analysis for QCBS that includes a detailed assessment of the amount of Organic Waste going to Landfill from events and functions at Queensland Country Bank Stadium. Proponents are required to:

• Meet with the stadium’s Waste Management Contractor, Cleaning Contractor, Catering Contractor, Venue Staff and Grounds Staff to quantify the amount of Food and Organic Waste each party is producing and document how this waste is currently being managed noting any operational issues and challenges.

• Attend a maximum of two (2) NRL events at the stadium in Townsville including event preparation days and post-match days to observe and report on Organic Waste volumes generated from events. Preferred event attendance dates are:

o Saturday, 31 May 2025 (Cowboys vs Tigers - Kick Off 5:30pm); and

o Saturday, 14 June 2025 (Cowboys vs Dolphins - Kick Off 7:35pm).

• Present draft findings of the Current State Analysis to Stadiums Queensland.

2. Conduct a Review of Existing Waste Management Solutions in Townsville (other than Landfill) for the handling and processing of Organic Waste once it has left Queensland Country Bank Stadium. Proponents are required to:

• Meet with key industry representatives in the local Townsville region including but not limited to Townsville City Council, Operators of Waste Management / Recycling Facilities and potential End Users of Organic Waste.

3. Produce a Final Report that identifies opportunities, provides recommendations and proposes strategies that will lead to a reduction in the amount of Organic Waste going to Landfill from events and functions at Queensland Country Bank Stadium. The Report will be informed by findings of the Current State Analysis and assessment of sustainable waste management solutions available in Townsville. Proponents are required to present findings of their report to Stadiums Queensland for consideration.

4. Supporting the Final Report, develop a Prioritised Roadmap and timeline for the implementation of Strategies and Recommendations at Queensland Country Bank Stadium. The Roadmap should include a benefits realisation and measurement framework with agreed data reporting measures for all stakeholders. Proponents are required to present the Roadmap to Stadiums Queensland for consideration.

5. Support the early implementation or trial of agreed no-regrets, low risk opportunities at Queensland Country Bank Stadium based on findings of the Current State Analysis and recommendations of the Final Report. Proponents may be required to travel to Townsville to support implementation.
