Section 1

Tender Overview

The Principal is inviting suppliers to submit an Application for Preferred Supplier Panel (PSP) GGS0120-25 for the provision of Creative Advertising Services.


Queensland Government Procurement (QGP) is responsible for enabling and supporting an agency-led, centrally enabled procurement operating model. The model drives innovation and best practice into how the government procures goods and services, leveraging its significant spend to meet its economic, social, community, regional and environmental policy objectives. This supports the Department of Housing and Public Works’ core portfolio value of leading best-in-class procurement across Government to ensure good outcomes and value for Queenslanders.

The primary objective of this ITA is to replace the existing whole of Government QGP0056-18 Creative Advertising Standing Offer Arrangement (SOA).

To support Eligible Customers in delivering impactful and effective campaigns and communication, the Queensland Government is establishing a whole-of-government PSP. Campaign budgets vary significantly, from small-scale creative solutions to large, long-term campaigns with substantial funding.

IN SCOPE

It is intended the PSP will provide Creative Advertising services for Behaviour Change and/or Information / Awareness campaigns.?

Therefore, Suppliers may submit an Application for:

• Information / Awareness campaigns and/or

• Behaviour Change campaigns.

In addition, Service delivery is to include the following Core Services:

• Creative Strategy

• Creative Direction

• Account Management

• Creative Development and Production

using the following media:

• Television

• Radio

• Cinema

• Print advertising

• Out-of-home (including digital)

• Digital marketing (including social media).

Where a Supplier applies for both campaign types (i.e. Behaviour Change and Information / Awareness), it will be required to respond to questions specific to each and will be assessed separately against each campaign category.

Where a Supplier applies for only one campaign type (i.e. Behaviour Change or Information / Awareness), its response will be assessed only in relation to that specific category.

The Principal may accept a Supplier for one or both campaign types, depending on their demonstrated capability and assessment outcome.

OUT OF SCOPE

The following is out-of-scope:

• Master Media Advertising Placement and Strategy Services

• Market and Social Research

• Professional Services, including Strategic Communication

• Information and communication technology (ICT) services

The following standalone services are not within scope for this ITA, as they are generally transactional in nature and are commonly available through other procurement avenues:

• graphic design

• promotional items

• photography

• digital marketing (including social)

• videography

• writing and editorial

• brand development

• event management.

Accordingly, Suppliers that offer only these standalone services are not eligible to apply for this PSP.

In line with the Queensland Procurement Policy, the Principal of the PSP is committed to advancing the economic, environmental, and social objectives of the Queensland Government, including maximising Queensland supplier’s opportunities to participate in government business, supporting regional and remote economies, and doing business with ethically, environmentally, and socially responsible suppliers.
