SCOPE OF WORK
The scope of works includes the delivery of the following items:
1) Draft a Maintenance Dredging Sediment Sampling and Analysis Plan (SAP) design in accordance with the NAGD, ready for submission to both State and Commonwealth regulators, including:
o Attendance at (virtual) meetings with the regulators (expect a minimum of 2 with DETSI and DCCEEW);
o Deliver a draft SAP design for Port Review and feedback;
o Finalise and deliver the SAP design within one week of receiving comments from the Port. The Port of Townsville will submit the report to the Regulators;
o On receipt of feedback from regulators, update the SAP design to incorporate regulator comments and provide a final version to the Port to re-submit for approval.
2) Undertake all fieldwork associated with the approved SAP design, including:
o Supply and operation of all equipment (including vessel), laboratory supplies, crew and field staff;
o Obtain all permits/approvals required to undertake the SAP fieldwork prior to undertaking the works (including notifications to the RHM, VTS and Port Duty Officer as required)
o Organise a suitable sample processing facility for sample preparation (Port cannot provide a facility)
o Appropriate disposal of excess sediments collected during sampling (excess material is not to be returned to the marine environment).
o Organise appropriate NATA accredited laboratory/s for sample analysis, including storage and transport
o Provide notification to the Port if any samples are received by laboratory outside of holding times, temperatures or if any samples lost/impacted during transit
3) Draft a Maintenance Dredging Sediment Sampling and Analysis Implementation Report (SAP IR) based on the data collected during the fieldwork, ready for submission to both State and Commonwealth regulators, including:
o Attendance at (virtual) meetings with the regulators (expect a minimum of 2)
o Deliver a draft SAP Implementation Report for Port review and feedback (including comparison against sea placement criteria and land placement criteria if sea placement guidelines are not achieved)
o Finalise and deliver the SAP IR within one week of receiving comments from the Port. The Port of Townsville will submit the Report to the regulators.
o Draft a program summary/factsheet, suitable for the public, for the Port to finalise and disseminate as needed (likely website, stakeholder groups, community forums, etc.)
4) Draft a separate report for Particle Size distribution (PSD) for the different dredge areas.
This report will need to include a detailed description of the PSD for the following dredge areas:
o Sea Channel
o Platypus Channel
o Outer Harbour
o Inner Harbour
o Berths 1-11 including former 6/7
o Ross River
o TMP
o Ross Creek 1 and 2 (Section 1: Upstream Ferry Terminal and Section 2: Ferry Terminal-creek mouth))
It is expected that the material collected during the SAP field work would be used for this analysis, by way of standard PSD analysis (sieve and laser/hydrometer) to determine the percentage of clay, silt, sand, gravel, and cobbles (or similar) in each dredge area (down to 2 microns); and including the line of 15.6 microns across any graph generated.
