The Southport Supportive Housing Project (SSHP, or the Project) is a proposed high density mixed-use tower at 5–9 Scarborough Street, Southport (Lot 1 on SP345722). Once the SSHP is operational it is proposed that the site will operate as supportive housing, with a mix of social and affordable housing.
The Department is seeking to procure suppliers for the Southport Supportive Housing Project (Project) who deliver:
• Property and Tenancy Management (PTM) services through a Registered Community Housing Provider (RCHP) in accordance with the Social Housing Program Specifications, the Supportive Housing Policy and Housing Australia Future Fund Facility (HAFFF) requirements.
• Specialist Homelessness Services (SHS) for on-site support and case management in accordance with the Supportive Housing Policy and the Homelessness Program Guidelines, Specifications and Requirements.
Supplier Briefing
The department will hold a briefing session at 11am, on Wednesday 9 July 2025 via Microsoft Teams. It is not mandatory for suppliers to attend the briefing session in order to submit an offer. Registration for the briefing session will be to email CorporateProcurement@housing.qld.gov.au with details of attendees.
Offers for the PTM services and the SHS will be evaluated independently based on their individual merits.
The Service Model:
• must align with the Queensland Government’s Supportive Housing Policy and the forthcoming Supportive Housing Framework
• have a focus on innovation, value for money and contemporary best practices
• strong emphasis on trauma-informed practice, tenancy sustainment, and fostering tenant resilience, independence, and community connection
• the support model will evolve to transition supports alongside tenants that reflect their current and future needs to connect them to broader social services, health services, community and natural supports, therefore reducing reliance on homelessness supports.
The Department is seeking offers from suppliers who have the ability to:
• deliver innovative and contemporary best practice service models
• deliver value for money with a focus on quality outcomes for vulnerable Queenslanders
• deliver services with a tenancy sustainment focus
• support towards resilience and independence
• build a sense of community and community connections for the site and tenants.
