Tender Overview

 

The Queensland Police Service (QPS) Aviation Capability Group (QGAIR) requires the services of a qualified grounds maintenance contractor to provide scheduled mowing, garden care, and landscaping services at the QGAIR Townsville Base Hangar (114 Gypsy Moth Court, Garbutt). The objective is to ensure the base remains safe, presentable, and compliant with QPS occupational health and safety, environmental, and security standards.

Site Locations & Areas

Adjoining Lawn Area: approx. 1593 m²

Garden Beds: approx. 60 m² (5 beds)

Perimeter Fencing Edges: approx. 70 linear metres

Requirements/Specification

Routine Services

Services must be provided on a routine fortnightly scheduled basis and include:

Lawn mowing: Cut to a standard height of 50 mm (tolerance: 40–60 mm), with no scalping.

a) Wet Season (October – March): Fortnightly servicing

b) Dry Season (April – September): Monthly servicing

Edging & whipper-snipping: All borders, fences, around static assets, and concrete paths.

Garden bed maintenance: Pruning, watering, removal of green waste, dead palm fronds, and tidying.

Debris removal: Clippings and debris removed; carparks and paths blown clear after each service.

Weed control: Spot spraying as required, using only APVMA-registered products.

Irrigation checks: Test emitters, pipes, and timers; repair or replace faulty components (with prior approval if additional costs).

Annual and Seasonal Services

Mulching of garden beds – annually

Pre-emergent spray – March and September

Additional Services

Any additional works (e.g., ad-hoc landscaping, large-scale planting, tree removal) will require a separate written quote and prior written approval from QPS.


Performance Standards (Deliverables)

a) Contractor performance will be monitored against the following standards:

b) Grass height maintained between 40–60 mm.

c) Site left in a neat, safe condition after each service (no debris left onsite).

d) All routine services completed within agreed schedule.

e) Irrigation faults reported within 24 hours.

f) Ad-hoc works responded to within 48 hours of request.
