The Department of Families, Seniors, Disability Services and Child Safety (DFSDSCS) (the department) administers the Queensland Community Transport (CT) initiative as part of the Queensland Government’s ongoing commitment to enabling economic participation, supporting healthy communities, and reducing social isolation for Queenslanders.
Community Transport contributes to the department’s vision for Thriving Queensland communities, where people of all ages, backgrounds and abilities can participate, are included and resilient, and enjoy high levels of social and economic wellbeing.
Community Transport is a key enabler of economic and community participation. It provides a critical service across Queensland, enabling vulnerable and isolated Queenslanders to connect to and access vital services, particularly where other public or private transport infrastructure is in low supply.
The purpose of this procurement activity is to purchase community transport services in 11 locations listed in Part B below. This funding is targeting locations that have been assessed as requiring additional service provision to currently funded areas or areas where there is no current provision.
Service delivery is expected to commence from 1 April 2026 to 30 June 2028.
Suppliers will be able to submit a quote/application for either one or multiple locations. If a supplier chooses to submit an application for more than one location, a separate Response to Evaluation Criteria must be submitted for each location. Suppliers can apply for areas in addition to those they are currently funded to provide Community Transport but must demonstrate capacity to take on additional locations without affecting service delivery to existing clients.
The Supplier will deliver Community Transport services as described below:
Community Transport provides transport services that focus on enabling service users to:
• access their community and essential services;
• participate socially and economically; and
• maintain their independence
Service delivery incorporates, if required, appropriate assistance based on individual Service User needs, to get in and out of their home and the venue they are accessing.
Community Transport delivers services that support the needs of the individual Service Users and can be provided on a one-to-one basis, in groups, or in aggregated arrangements.
Community Transport is provided to eligible Service Users. Eligibility criteria are that the service user must:
• be under 65 years of age
• experience transport disadvantage due to issues such as being:
o a person with a chronic health condition
o a person who is financially disadvantaged and has limited access to affordable private or public transport
