Section 1

Tender Overview

Maritime Safety Queensland (MSQ) in conjunction with Australian Maritime Safety Authority (AMSA), interact with, track and monitor movements of ships in the Great Barrier Reef and Torres Strait through the system known as  REEFVTS. MSQ also operates five (5) Vessel Traffic Service (VTS) centres in Queensland covering the major trading ports. The Traffic Information Module (TIM) is the main decision support system used by REEFVTS operators to monitor vessels transiting the Great Barrier Reef and Torres Strait. The system is also used by the Port Vessel Traffic Services (PORT VTS) operators to provide situational awareness in the offshore environments adjacent to the port.

The existing version of TIM is at the end of its operational life and there is now a need for a replacement system to ensure system availability and to meet future operational and functional requirements. Similarly the primary system used in the PORT VTS is aging and is constrained in its capability to meet the expected functionality of modern VTS operations.

MSQ is seeking a system that provides a surface picture and decision support tool to assist with the safe and efficient navigation in Queensland ports.
