Project background The Department of Transport and Main Roads (TMR) is responsible for the legislation, regulation and customer information for vehicle registration and driver licensing in Queensland. TMR is currently undertaking a comprehensive review of the registration and licensing business areas to; improve its business processes, the customer experience and to achieve better and more accessible service delivery. A major obstacle to reform in this area is that the system changes required to support reform are currently expensive, resource intensive and is time consuming. These factors have inhibited the ability to reform in the past, and with the renewed emphasis on improved customer experience and optimised business processes, this is an obstacle to meeting TMR’s objectives. The core system for managing the Department of Transport and Main Roads (TMR) Registration and Licensing (R&L) business data is the Transport Registration and Integrated Licensing System (TRAILS) suite. Over time TRAILS has become complex to maintain and modify and, as a result of the legacy architecture, maintenance and enhancement are both expensive and time consuming. TMR is embarking on a modernisation program which seeks to address a number of opportunities and imperatives which will result in the upgrade of the Registration and Licensing applications portfolio, which includes TRAILS. One opportunity for modernisation of the Registration and Licensing applications portfolio, including TRAILS is the replacement of the current system with an existing Commercial Off the Shelf (COTS) or Government Off the Shelf (GOTS) product or suite of products. Purpose of this EOI The purpose of this Expression of Interest (EOI) is for TMR to gather information from the market to inform an internal business case, which will outline the strategy of the modernisation of the Registration and Licensing applications portfolio. To inform this strategy, TMR are seeking to understand the:
Subsequent procurement phase Following the business case, should TMR choose to replace its Registration and Licensing application portfolio with a COTS/GOTS solution an Invitation to Offer (ITO) (or multiple ITOs) will be released to the market. Who should respond to the EOI
TMR is not looking for a solution implementation partner not offering a product at this stage. TMR encourages industry discussion and collaboration on possible solution options and wishes to promote industry consortia bids for this initiative. TMR is driven to achieve the best outcome for the department and advises industry that any teaming agreements should not be exclusive as TMR may reserve the right in subsequent ITOs to select consortia partners based on best fit for requirements. |
