Tender Overview

Background

The Department of Transport and Main Roads is seeking to modernise its Registration & Licensing (R&L) application suite in order to increase agility and responsiveness of ICT to changing business needs, reduce total cost of ownership and reduce risk and reliance on legacy skills sets.

At the centre of the R&L application suite is the Transport Registration and Integrated Licensing System (TRAILS). This mainframe hosted application was developed in the 1990s and supports a range of departmental, regulatory and service delivery requirements. TRAILS currently manages $2.8 billion in revenue, 3.4 million driver licences and 4.6 million vehicle registrations.  It is the largest repository of personal information pertaining to Queenslanders in the state. TRAILS is nearly 20 years old, and has a monolithic architecture with a tightly coupled information model, making changes time consuming and expensive. TRAILS is implemented using a mix of generated COBOL and Java (via CA-Gen) and bespoke Java, uses CICS for transactional support and Oracle RDBMS and IBM DB2 for database persistence.

R&L service delivery is also supported by a range of other applications, some integrated with TRAILS, some as logical extensions of functionality in TRAILS and others stand-alone. These applications are developed in various technologies such as Paradox, Lotus Notes, MS Access, MS Excel and Oracle forms. As with any large application portfolio that has developed organically over time, functionality is replicated across the portfolio. The envisioned target architecture for the R&L domain is a contemporary, agile, flexible and secure registration and licensing system that both supports the needs and maintains alignment with the business uses modern delivery approaches and deployment models.

The department has established a Registration & Licensing Modernisation (R&LM) Program to advance both business and ICT modernisation. A preliminary business case has been endorsed and to date, a number of approaches for modernisation have been reviewed by the R&LM program board, with one option being a phased replacement approach (implemented consistently with the R&L business functions) to reduce risk and manage complexity. To support this approach a Data Management strategy will be required to allow TRAILS and a replacement system to co-exist side-by side.

Scope of Work

The scope of this work is to provide ICT Consultancy Services, working with the business and ICT stakeholders to help define the Data Management strategy for R&L along with a high-level solution options, estimated costs and resources and a high-level schedule to help realise the goals of the R&LM program
