Tender Overview

Queensland Housing Investment Growth Initiative (QHIGI) was established to accelerate the delivery of 6,365 new social homes, through a $1.813 billion investment in a four-year, integrated capital investment program across the State.

We’re seeking partnerships with individuals, organisations, developers and housing providers to deliver more housing for those who need it.

The QHIGI will be developed through three funding initiatives:

1.      The Housing Investment Fund – funding partnered projects to increase social and affordable housing supply.

2.      QuickStarts Qld – a capital investment program to accelerate planned acquisition, new construction and redevelopment opportunities to deliver new homes sooner.

3.      Help to Home – a partnership with property owners, landlords and registered community housing providers to headlease homes to people who are eligible for social housing​. Round one of Help to Home is now closed.

Funding is available through QHIGI for social housing supply and to be eligible for State funding for social housing services, your organisation must be either:

  • A registered community housing provider (RCHP)
  • In the process of becoming a RCHP, or
  • Partnering with a RCHP.

The Housing Investment Fund is open for proponents to consider lodging an Expression of Interest. All proponents are required to complete the pre-lodgement form (link to the SmartyGrants pre-lodgement form can be found in the Overview or Get Involved section) as the first step in submitting your proposal for consideration under the QHIGI.

The Housing Investment Fund Expression of Interest and Request for Detailed Proposal process will close by 6pm on 31 December 2024. However, this date may be brought forward if all the available program funding has been allocated. Do not delay lodging your Housing Investment Fund Expression of Interest and Request for Detailed Proposal to be considered for this funding initiative.

The QuickStarts Queensland Request for Detailed Proposal closes at 6pm, 21 January 2022. Depending on the response to the QuickStarts Qld RFDP, and the volume of proposals received, the department may seek to run additional rounds to source more proposals from the sector.

Help to Home is being conducted through two separate procurement processes:

1.      The Expression of Interest process to eligible RCHP has now closed and assessment is underway.

2.      Once this EOI process has been finalised, the department will invite property owners and/or their authorised agent to submit a proposal to headlease a property/properties to the department (‘the Headlease property procurement process’). Help to Home will be delivered once both processes have been completed and the RCHP subleases a headleased property, if available, from the department under the Funding Agreement. The time frames for this stage two process is yet to be determined.
