Tender Overview

We are committed to providing a customer-focused, safe, modern and world-class rail service for Queenslanders. With total assets valued at $8 billion, and a network that extends more than 6,600 kilometres across the state, we are also focused on providing customers and Queenslanders with an efficient and value for money service.

In 2004, Queensland Rail commissioned a Supervisory Control and Data Acquisition (SCADA) program known as the Traction Power Supervisory System (TPSS) to monitor and control the traction power supply along the electrified sections of the Queensland Rail network. The TPSS operates the hardware and software that connect the Electric Control Operator (ECO) located in the Rail Management Centre (RMC) to the field Remote Terminal Units (RTUs) located at each high voltage infrastructure site to ensure network operations are conducted in accordance with electrical safety requirements.

The current TPSS consists of two separate Production CitectSCADA V6.1 with Queensland Rail TPSS Configuration including:

  • Redundant Citect system for Traction Power Control (including redundant SQL servers).
  • Redundant Citect system for ICCP communications with the power supply authority.
  • SISCO AX-S4 non secure ICCP to the power supply authority systems.
  • Two Operator workstations each with three monitors.
  • Two Operator workstations each with three monitors as emergency / backup.
  • One Engineering workstation.
  • ~14K physical I/O points configured (excluding internal flags).
  • ~315 visualisation windows and 1700 devices with various controls.
  • DNP3 non secure over Ethernet protocol in use, communicating with ~100 outstations (at time of writing, September 2021, not all sites are Ethernet

As the network continues to expand so does the requirement of supporting systems and infrastructure to maintain operational capability. Queensland Rail is seeking to install a new advanced TPSS that utilises a modern platform to provide a flexible and reliable system that is also expandable, updateable, and easily maintained to replace the current TPSS. The new system will provide improved operational, network functionality and disaster recovery capability along with providing increased capacity to accommodate network expansion.

3. Tenderers are encouraged to carefully read all documentation available for download in the Ariba Sourcing system to ensure the tender submitted meets all Queensland Rail’s requirements. Queensland Rail will only accept tender responses submitted via the Ariba Sourcing system.
