Tender Overview

The Queensland Electricity Transmission Corporation Limited (A.C.N. 078 849 233) (Powerlink) requires the services of an experienced company to develop and implement a Dynamic Line Rating (DLR) Solution and if required by Powerlink provide ongoing support and maintenance.

Powerlink invites the Tenderer to submit a proposal for the delivery of the scope of works as described in this Invitation to Tender (ITT).

Tenders are to be submitted on the basis that they are valid for acceptance and irrevocable for a period of 180 days from the closing date of tenders.

Powerlink requires the services of an experienced company to develop and implement a DLR Solution and if required by Powerlink provide ongoing support and maintenance.

In current operations, Powerlink has dynamic line ratings in the Energy Management System (EMS) for 23 out of ~420 feeders. These dynamic line ratings (DLRs) are calculated based on information manually collated from various sources that are compiled into flat files and then provided to the EMS.

For the remaining feeders, Powerlink currently uses static ratings. However, these ratings do not accurately reflect the increasingly dynamic nature of the network and limits Powerlink’s opportunities to evaluate and provide actual available capacity to the market. Going forward, Powerlink aim to implement dynamic line ratings to be automatically calculated and applied in the EMS for feeders, as well as for the supporting data to be automatically retrieved.

To implement this solution, Powerlink has identified that the existing DLR system will require replacement. Powerlink is aiming to implement a new DLR solution in its highly secure Operational Technology (OT) domain, with source data such as ratings details, weather information etc. imported from various source databases and applications. The DLR solution will use the algorithm specified by the Australian TNSPs (LINK) to calculate the dynamic line rating output for utilisation by both the EMS solution, as well as other user groups across Powerlink. 

The Tenderer selected by Powerlink is expected to design the DLR solution to support Powerlink’s requirements, as well as deliver implementation services and supporting services as specified (if required by Powerlink).

Under the current National Electricity Market arrangements, Powerlink may incur liabilities if network constraints result in a total or partial failure to supply.
