Section 1

Tender Overview

An overview of the Project

Urban Utilities has used the current quality management system, Q-Pulse since 2011 providing:

  • All employees with a central, focal point for all compliance data, materials and activities; and
  • Management awareness of areas in need of attention if their compliance status is to remain current.

In the last 15 years, the Governance, Risk and Compliance (GRC) solution market has evolved from single- mandate, compliance-driven applications to Integrated Risk Management solutions that simplify, automate and integrate strategic, operational and technology risk across eight risk domains:

  • Digital risk;
  • Vendor/Third Party Risk;
  • Quality Risk;
  • Business Continuity;
  • Environment, Health and Safety;
  • Ethics and Compliance;
  • Legal Risk; and
  • Internal Audit.

Urban Utilities is committed to continuously improving the way it conducts business and as a result is exploring options to implement a new Integrated Governance Risk and Compliance quality management system (the Project).

It is anticipated that Respondents will indicate their ability to provide an integrated GRC solution that:

  • meets Urban Utilities’ Integrated GRC requirements;
  • better aligns common risk management processes, data collection and technology tools to replace manual or siloed processes;
  • assists Urban Utilities to address risks to regulatory compliance; and
  • improve overall decision-making effectiveness through access to consolidated views of risks across the whole organisation.
