Section 1

Tender Overview

Suppliers are invited by the Principal to submit an offer to SOA Invitation to Offer No QBCC2022161 for the Provision of Engineering Services as specified in Part B – SOA Details document.

The Principal is committed to advancing the economic, environmental and social objectives of the Queensland Government, including, maximising Queensland suppliers’ opportunities to participate in government business, supporting regional and remote economies, and doing business with ethically, environmentally and socially responsible suppliers.

The Principal has issued this Invitation to Offer with the objectives of:

  • Establishing a pre-qualified panel of suppliers to meet the QBCC’s requirement for independent engineering expertise. This panel would be spread across the state with ample suppliers in each region to service the allocated workload for that area.
  • The panel would have no guaranteed volumes of work, and the ability to move additional suppliers onto the panel as required by the QBCC.

The provision of these services is an ongoing requirement to support the QBCC in its

  • Administration of a licensing and associated compliance system for builders, building trade contractors and owner/builders (Regulatory Services Program)
  • Provision of a dispute resolution service for consumers of building work and implementation of dispute prevention initiatives (Resolution Services Program)
  • Administration of a statutory domestic-construction insurance scheme that provides a warranty against non-completion, defective construction and subsidence or settlement (Resolution Services Program)
  •   Provision of information and advice to improve consumers’ and contractors’ awareness and understanding of their respective roles, rights and responsibilities in regard to domestic construction, and the QBCC’s role and services, and
  • Delivery of internal corporate services to support the functioning of the QBCC’s business programs.  

The primary purpose of the SOA is to assist QBCC to arrange a panel of suitably proficient engineers for the purpose of providing engineering advice to the QBCC

The SOA will also be used for providing specialist Geotechnical and Structural Engineering advice to QBCC relating to Subsidence Investigations
