Tender Overview

Ipswich City Council Is issuing this forward notice to advise interested parties of upcoming procurement activities for the iVolve Project.  The iVolve Project has set out to identify and implement a right-sized, fit-for-purpose target state solution that would allow Council to deliver on its strategic, economic and operational mandate.   It is envisaged that the target state will serve as a vehicle for systems transformation that would in turn underpin a broader business transformation and thus enable Council to meet the evolving digital needs of both its employees and customers.   Specifically, the target state solution also brings with it an opportunity to use the technology implementation process as a means to:

  • Establish new ways of working; through leveraging the best practices that are commonly embedded within new cloud-based software solutions and the operational underpinnings of Council that can be improved by incorporating world class practices where practicable;
  • Improve the operational visibility of Council’s activities; empowering staff to access data from across functional siloes in order to make data driven decisions that are holistic in their nature, and to act across functions;
  • Improve the transparency of Council’s activities;
  • Improve customer experience for local residents, visitors and businesses; enabling digital channels that seamlessly complement existing physical channels and improve the quality of service interactions; and
  • Achieve positive benefits realisation from an effective ICT implementation.

iVolve will introduce a platform-based solution/s that cover the core capabilities required by Council.  These solutions will be implemented in a sequence relative to the level of priority and cross functional impact.  The most critical capabilities are identified as Finance, Procurement, Human Resource Management, Customer Relationship Management, Asset Management and Program/Project Management.  The iVolve Project will facilitate large scale business transformation for Council, and as such a multi stage procurement process has been developed;

Stage 1 - Council has an immediate requirement to resolve significant risks within the existing Oracle ERP and will be seeking to upgrade licenses from on-premise Oracle E-Business Suite to Oracle ERP Cloud.

Stage 2a – Council will be releasing an Open Tender for Implementation Services for Oracle Cloud Services Partners with Implementation Services Expertise.  Project timelines indicate tender release in July 2022.

Stage 2b - In July 2022 Council will also commence procurement activities for an Integration Solution, with existing Standing Offer Arrangements to be considered prior to Open Tendering.

Stage 3 – Council will be releasing an Open Expression of Interest detailing the existing environment and the future business requirements to facilitate the transformation journey. Project timelines indicate tender release in August 2022.

Stage 4 – Council will review the proposals from the Expression of Interest and finalise the iVolve Business Case, which will then determine the appropriate procurement processes for the iVovle Project.  Project timelines indicate tender release in early 2023.
