Phone Awareness Monitoring The Department of Transport and Main Roads (TMR) intends to go to market for a new Phone Awareness Monitoring solution. TMR expects to release a procurement process via QTenders to the open market seeking offers to supply a mobile phone awareness monitoring for Queensland roads. This Forward Procurement Notice is to inform potential suppliers of our intention to advertise an Invitation to Offer (ITO) shortly. It is expected that the ITO will be advertised in mid to late August 2022. TMR will endeavour to email nominated contacts a courtesy notification at the time of releasing of any relevant ITO. Any contact with TMR regarding this Forward Procurement Notice must be in writing to the ICT Tenders inbox listed above. Procurement Scope The procurement is expected to include a trial stage and if the trial is successful, then a roll-out stage which is expected to cover all of Queensland for multiple years. Primary Goal The primary goal is to detect drivers who are using mobile phones in an unsafe way and to immediately provide feedback to encourage safer behaviour. This encouragement is likely to be in the form of an electronic message board displaying a message to the specific driver. Ideally the solution will be usable on suburban streets as well as major roads, anywhere in Queensland. Out of scope The scope of this solution includes detecting behaviour of an operator of a vehicle but ought to exclude mobile phone usage by passengers (unless it is impacting the operator's ability to operate the vehicle safely). Further, this solution is not for the purpose of enforcement or to issue fines. Any hardware or included devices should not convey an enforcement style of message or appearance to road users. The solution should be able to check any operator of a vehicle travelling past, therefore solutions requiring the installation of software or hardware is excluded from the scope of this activity. Secondary Goals In addition to the detection of unsafe mobile phone behaviour, TMR would be interested in any additional functionality that could detect other unsafe behaviours on the roads, such as, but not limited to:
Device Attributes TMR is seeking a solution based on an existing demonstrable product which can be tested. The devices used ought to be able to accurately detect vehicles with an operator using a mobile phone unsafely and distinguish from those vehicles without an operator using a mobile phone unsafely. The devices used should be small enough to place near roads in built-up areas such as roads controlled by Local Government Authorities as well as roads managed by TMR.
