Tender Overview

Queensland Rail Limited is an integrated rail business with 150 years of operational experience, serving the freight, tourism and passenger markets. It provides fast, safe and comfortable passenger services in the Brisbane metropolitan area and between key regional centres throughout Queensland.

The Queensland Rail Network comprises of the following corridors including branch lines:

  • Mount Isa Line system (Stuart to Mount Isa)
  • North Coast Line system (Nambour to Cairns, excluding the coal network)
  • West Moreton system (Rosewood to Miles)
  • Western system (Miles to Cunnamulla)
  • South Western system (Toowoomba to Thallon)
  • Central Western system (Emerald to Hughenden)
  • Tablelands system (Cairns to Forsayth)

Queensland Rail is responsible for maintaining, repairing, upgrading and constructing new rail infrastructure within this extensive network. The infrastructure includes rail, sleepers, signalling, overhead electrical, spoil and ballast. All infrastructure maintenance activities rely heavily on the fleet of Network Infrastructure Support Wagons (Wagons) for the transport and delivery of infrastructure materials to all locations across the network.

Queensland Rail currently operates thirteen types of Wagons, each utilised to perform specific functions, based at multiple locations across two regions:

  • Northern Region
  • Townsville District
  • Cloncurry District
  • Emerald District
  • Southern Region
  • South East Queensland (including Brisbane)
  • Toowoomba District

To ensure safe and reliable operation of the Wagon fleet, Queensland Rail has four types of maintenance regimes required to be undertaken at certain intervals of a Wagons operating lifecycle:

This tender aims to establish a five-year (with possible extensions) service agreement with a suitably capable contractor to provide the scheduled Reliability Inspections along with all QL1, QL2 and QL3 maintenance inspections along with any unscheduled maintenance required by the Wagon fleet.

To be considered eligible to undertake these services, tenderers proposed facility must have access to the Queensland Rail network.

Tenderers are invited to submit offers to conduct the services for both regions collectively, however, offers may be submitted to conduct the services for either the North or South region only.

Scheduled Maintenance Inspections

For this agreement, the tenderer will perform three types of scheduled maintenance inspections:

  • Reliability Inspection Every 2,500 km or 12 weeks, whichever occurs first. Based on current network infrastructure support wagon use, 2,500 km of travel occurs approximately monthly.
  • QL1 Maintenance Inspection Every year (+/- 4 weeks) or 60,000 km, whichever occurs first.
  • QL2 Maintenance Inspection and Interim Overhaul of Major Components: Every eight years or at 480,000km (whichever occurs first).
  • QL3 Maintenance Inspections and Overhaul of Major Components: Every sixteen years or 960,000km (whichever occurs first).
  • Wagon Wheelset Overhaul:conducted on wheelsets outside of the Maintenance Inspection regimes.

It is anticipated that Reliability Inspection and QL1 Maintenance Inspection works may be conducted in-field at the wagon’s location or within the tenderer’s facility.

The QL2 and QL3 Maintenance Inspections will primarily be performed as full Wagon inspections however both may also be performed on Wagon Bogie sets only, when required.

QL2 and QL3 Maintenance Inspections will be conducted at the tenderers specified facility which must have suitable access to the Queensland Rail network. Queensland Rail will be responsible for delivering wagons to the tenderer’s facility for all scheduled maintenance activities.

Maintenance inspections will be undertaken in accordance with Queensland Rail Scope of Work RE-SOW-201602 Network Infrastructure Support Wagons Maintenance Regime.

Wagon wheelset overhauls will also be undertaken in accordance with RE-SOW-201602 in conjunction with Queensland Rail Scope of Work RE-SOW-201418 City Network, Regional and Wagon Rollingstock Wheelset Overhaul.

Unscheduled Maintenance Services

Unscheduled maintenance services may be required from time to time both at the tenderers facility (on-site) or at any location across the Queensland Rail network (off-site).

  • On-site Unscheduled Maintenance: additional maintenance work, outside of the scope of works, identified by the tenderer during scheduled maintenance regimes.
  • Off-site Unscheduled Maintenance: maintenance or technical work conducted on a wagon in-situ, when the work is unable to be completed by Queensland Rail.

All unscheduled maintenance activities must be approved by Queensland Rail prior to commencement of work. Unscheduled maintenance will be conducted under an agreed schedule of rates for labour and utilise an approved parts list.

Parts may be required to be purchased by the tenderer (on Queensland Rail’s behalf) however a limited number of new and rotable parts may also be supplied by Queensland Rail for use in the completion of unscheduled maintenance services. It is expected that rotable parts will be refurbished throughout the term of the agreement for re-use as required. At the completion of the agreement, all parts supplied by Queensland Rail must be returned by the tenderer.

2. If the Tenderer elects to submit a tender response, they must do so by using the Ariba Sourcing system.

3. Tenderers are encouraged to carefully read all documentation available for download in the Ariba Sourcing system to ensure the tender submitted meets all Queensland Rail’s requirements. Queensland Rail will only accept tender responses submitted via the Ariba Sourcing system.
