Tender Overview

 

The Queensland Government is seeking Proposals for supply, install and support of a turnkey Automated Number Plate Recognition (ANPR) solution, inclusive of ANPR related hardware, software, implementation/transition services, hardware support services, software support services, training services and associated ICT contracting services, to support the delivery of the QPS’s ANPR program.

QPS has issued this ITO with the objectives of:

  • Investigating options of outright purchase of ANPR equipment compared to a full managed service arrangement (MSA) and Hybrid model (includes outright purchase with installation/deinstallation, maintenance and support by the Supplier).
  • The customer seeks a suitably qualified and highly experienced Supplier to provide suitable ANPR equipment and associated services. At a minimum a capability of sixty-one (61) in-vehicle ANPR units is required.
  • The Customer requires a suitably qualified and experienced supplier to provide an ANPR solution as either a full managed service or outright purchase of hardware with managed support service, across the state of Queensland.
  • The ANPR solution provided by the successful Supplier is required to be fit for purpose for law enforcement use. This includes the ability to capture images of vehicle number plates, the ability to display captured images (Infra-red and visible light spectrum for vehicle identification) on to an easily read (in all operating conditions) integrated touch screen user interface. The solution is required to support the interrogation of a database comprising of a minimum of six (6) million target number plates.
  • The Customer requires that the ANPR capability is the latest fit-for-purpose equipment and technology to be provided throughout the service term. In this regard the technology provided is required to be the most demonstrably proven up to date ANPR capability available.
  • The successful Supplier is required to ensure that they advise the Customer of any hardware or firmware updates that have been demonstrably proven within four (4) weeks of the Supplier becoming aware of the technology.
  • In this regard it is expected that research and development is a part of the overall solution delivered. It is advised that any take-up of updated equipment will be determined by the Customer as to if or when this will be implemented and the number to be taken up.
  • Timeframes for implementation will be mutually agreed between Customer and the successful Supplier.
  • Provision of a sustainable ongoing operational policing capability.
