Tender Overview

This Forward Procurement Notice is to notify the intent of the Department of Justice and Attorney-General (DJAG) to publicly invite offers for the provision of cleaning services at Cleveland, Coolangatta, Holland Park, Richlands and Southport courthouses.

It is anticipated that the invitation will be released on QTenders on 5th December 2022, with new contracts to be formed for service commencement in June 2023. 

It is proposed that the contract/s formed will be for an initial period of 3 years, with 1 x 2-year extension option subject to satisfactory supplier performance and DJAG’s ongoing requirements.

Potential suppliers may offer to provide cleaning services at one, some or all the above-mentioned courthouses.

The successful supplier/s will be required to provide:

• routine scheduled cleaning services

• periodic scheduled cleaning services e.g., carpet shampoo, fabric furniture shampoo, high reach cleaning and exterior building façade cleaning

• unscheduled cleaning services in response to incidents or accidents

• all cleaning equipment, products and consumables

• toiletry consumables i.e., soap, toilet paper, paper hand towels, bin liners, dishwashing liquid

Consideration will be given to suppliers that meet the following mandatory requirements:

• have a current active Australian Business Number or Australian Company Number

• be registered for GST

• hold workers compensation insurance, and public liability insurance to the minimum value of $20M per claim, prior to the contract commencement date.

• declare that it will comply with the Queensland Government Supplier Code of Conduct and Ethical Supplier Threshold

• be registered for QLeave for the provision of portable long service leave for cleaners, and supervisors who perform cleaning and supervision work, as required under the Contract Cleaning Industry (Portable Long Service Leave) Act 2005

• support policies that are aimed at promoting human rights under the Human Rights Act 2019

We will arrange an escorted group site inspection (walkthrough) at each courthouse. You do not have to attend these walkthroughs, but it is strongly recommended so you can satisfy yourself of the scope of work. If you do not attend the walkthrough, you may visit the courthouse as a member of the public, but you will not have an escort or be allowed to access private courthouse areas.

You must be ready to start the walkthrough at the designated time. The walkthroughs should take no longer than 30 minutes at each site. It may not be possible for you to see all areas of the courthouse if court is in session while you are on site.

You must register to attend the walkthrough by emailing DL-RD-Office-South-Queensland@justice.qld.gov.au  with the name, position title, email address and contact number for each of your representatives attending by no later than 4:00pm the day before the walkthrough scheduled for the particular courthouse. A maximum of two representatives from your business may attend. Only people that have first been properly registered will be allowed to take part in the walkthrough.

The escort for the walkthrough will not answer questions on the day. If you have any questions about the courthouse or the service requirement, email them to the contact officer. If you take part in the walkthrough or visit as a member of the public, you must comply with any conditions of entry at the courthouses, and any security instructions.

Locally based cleaning companies, and Indigenous and Torres Strait Islander-owned cleaning companies, are encouraged to apply.  Please direct all enquiries to the Contact Officer.
