Section 1

Tender Overview

The Queensland Government is seeking Proposals for:

The Queensland Parks and Wildlife Service pest management procedures are governed by key operational documents, policy and systems. The objective of the contract is to provide QPWS with an operational structure to meet the strategic objectives of the QPWS Pest Management Strategy, draft operational policy for prevention and early intervention and, where pests are already established, for management intervention and recovery.

The provider is required to consider: (access or copies of same can be provided upon request).

  • The QPWS Pest Management Strategy and Values Based Management Framework.
  • The recent (2022) external review of the alignment between the QPWS pest management framework and the Biosecurity Act 2014 (Qld).
  • Current draft and approved QPWS operational policy, procedures and templates relating to pest management on Queensland’s protected area and forest estate.
  • Queensland’s biosecurity management arrangements including the Queensland Biosecurity Strategy 2018-23.

The supplier will provide:

  1. An operational policy structure for pest management on Queensland’s protected area and forest estate, aligned to prevention and early intervention and, where pests are already established, for management intervention and recovery.
  2. An operational policy for prevention and early intervention on pest species which threaten the protected areas and forests estate,
  3. An operational policy for the control of established pest threats on protected areas and forests estate,
  4. A standardised risk-based approach to pest management intervention (including prevention and early intervention) based on the likely impacts of the pest species involved and the thresholds of damage that might be considered acceptable,
  5. A standardised procedure for surveillance designed to identify imminent and new incursions,
  6. A verbal presentation of the final policy documents described above.
