Tender Overview

Background

Network support stand-alone-power systems (SAPS) are being trialled for some of our remote and fringe of grid customers.  SAPS include renewable power generation (mainly solar PV) and battery storage with back-up diesel generation.

Advances in battery management systems and reductions in the cost of batteries means that SAPS are becoming more economically viable when compared to the remote network supply of poles and wires.

SAPS can improve customer experiences, particularly for remote customers supplied with electricity over long distances, while also providing opportunity to lower the cost of supply in future.

The network is currently trialling network support SAPS as an alternative for individual customers supplied by long SWER lines and exploring the long-term opportunities SAPS may provide for our customers.

One current trial is at Bustard Head lighthouse an historic building located in a hard to access section of our network near Gladstone in Central Queensland.  The existing line is 24 km long and runs through national park with thick vegetation and difficult terrain that is often impassable in wet weather or high tides.

We are also trialling network support SAPS to supply two cattle stations in Western Queensland.  These customers are located near Mt Isa in a unique arrangement where they are supplied by a SWER line that is in turn connected to networks run by two separate third parties

Supplier’s Scope of Work

Ergon Energy Network (Ergon Energy) are looking to install further SAPS to supply individual customers or small groups of customers/connections with low loads in remote and isolated locations across parts of Queensland.

In the first instance we are planning a further five sites to expand the critical learnings and develop preliminary SAPS standardisation criteria to roll out further SAPS in future. Our initial focus is within North West (x 4) and Central Queensland (x 1).  These sites are only proposed at this point and relevant approvals are currently being obtained.  The location of these sites may change if approvals cannot be obtained.

The requirement is to

  • Provide and install the SAPS including all required maintenance and servicing required for Defects Liability period; and
  • Maintain the SAPS for a period of at least 2 and up to 10 years (optional) after the completion of the Defects Liability period.

Supplier’s Certification

The Supplier must have the appropriate Clean Energy Council certification:

  • Designed by Clean Energy Council approved person with stand-alone power system design certification.
  • Installed by Clean Energy Council approved person with stand-alone power system installation certification.

Supplier’s Documentation

The Supplier shall be responsible for providing  the following site-specific documentation for each SAPS:

  • SAPS design and installation elements where not specifically covered by prescriptive standards, documented, oversighted and approved in compliance with the Professional Engineers Act (Qld) (RPEQ).
  • Form 15 and Form 16 signed by RPEQ engineer for all enclosures, the PV array structure including all fixings, the footings for the enclosures and PV array, as per section 10 of the Building Act 1975 (Qld) and section 46 of the Building Regulation 2006 (Qld).
  • Electrical safety certificate for all parts of each SAPS, which satisfies the requirements of section 15 “Certificate of testing and safety” of the Electrical Safety Regulations 2002 (Qld).
  • Verification report indicating that the protection devices throughout the customer installation will still clear faults as required by AS3000 under all operating modes of the SAPS (refer to section 8.2.1).
  • Manufacturer type test certificates and technical notes for configurations for all equipment.

Expression of Interest to Participate in Tender

Interested suppliers (tenderers) are invited to register for the WS15953322 tender. The actual tender will be released via SAP Ariba in the coming week/s.

Confidentiality Agreement

Registered suppliers will be required to complete a confidentiality agreement before receiving the tender.  The agreement is attached and will need to be signed and returned to receive the tender.. 

How to Respond

Suppliers who wish to submit a response should follow the below instructions:

  1. Suppliers can register with SAP Ariba by sending an email to the nominated Sourcing Specialist / Contact Officer, Paul Spanner (paul.spanner@energyq.com.au). The email subject should contain the above tender title including the request number and the email should contain the following; business entity name, ABN, business email address, contact name, phone number and confidentiality agreement.  Please note that registration cannot occur without the confidentiality agreement.
  2. When registration is complete Suppliers will be invited to respond and will be able to access the EQL SAP Ariba realm via a link contained in the email notification. Please note this link will expire within 24 hours.
  3. Suppliers must accept the prerequisite Bidder Agreement under the ‘Review and Accept Prerequisites’ tab to ensure all system generated notifications are received. This includes, but is not limited to, Content updates and changes to Event Timing.
  4. If the Supplier elect to submit a response they must do so using EQL’s online tendering tool (SAP Ariba).
  5. Suppliers are encouraged to read all relevant documentation located at https://www.energyq.com.au/suppliers.
