Section 1

Tender Overview

The Queensland Government is seeking Proposals for Professional Services - specialising in Workplace Health and Safety (WHS). It includes WHS Consultancy, Business Planning and Project Management Services for development of a WHS Strategy and Road Map.

Depending on requirements these goods / services specifically include:

  • A project plan – to be completed within two weeks of engagement.  The project plan will include a data gathering and discovery phase.
  • Current state assessment and analysis.
  • Future state WHS strategy which answers the relevant strategic questions for QBCC which include (but are not limited to): what is our winning aspiration? where will we focus this strategy? (e.g., internal and external context); how will we achieve our aspiration? what capabilities, roles and responsibilities and structures must be in place? and what management systems are required?
  • A gap analysis between current state and desired future state, addressing safety culture, leadership, systems and areas of priority. This is to include a separately identified assessment of the WHS Management System to a recommended standard.
  • A recommended plan or roadmap for three years, including articulating an achievable milestone at the end of that time. 

 

There is the potential for extension of this engagement and scope to:

Assist in developing and establishing WHS safety standards / policies / procedures in priority areas, including risk management. This may include development of training and communication materials and support in implementation. Complete further auditing or assessment of elements of the WHS Management System. Identification and recommendation of appropriate whole of organisation software solutions as part of the future strategy, which provide an efficient way to manage WHS functions, data and compliance.
