Tender Overview

Invitation to Tender

Tenders are invited by Powerlink Queensland hereafter known as “the Principal”.  Tenders are to be submitted on the basis that they are:

  • registering for appointment to a Panel under a Standing Offer Arrangement;
  • for all elements of the scope of work;
  • Valid for acceptance and irrevocable for a period of 90 days from the closing date of tenders.

Tenders for Individual ITT’s for 2 projects are also invited by Powerlink Queensland.  To be considered for Individual ITT, a Tenderer must have submitted tenders for both the SOA and Individual ITT.  Tenderers that do not respond to both ITTs will not be considered for the Panel ITT or for the Individual ITT.  Only tenderers who are successful in being appointed to the SOA will be considered for the Individual ITT’s.

Scope of Work

Traditionally, reactive plant that are nearing end of life are replaced with new equipment.  Asset Strategies have started exploring life extension rather than replacement as a more efficient option when the reason for reaching end of life does not preclude this as an option. Life extension means simply trying to achieve the full potential, functional life that the asset can offer.  Condition assessments are carried out on aging plant to identify life extension measures that can be undertaken to enhance the residual life expectancy of this key item of primary plant.  Life extension activities include but are not limited to:

  • Repair or replace key componentry eg. Bushings, tap changer components; secondary system components & oxidised cabling, cooling fans, oil pumps
  • Repair of significant oil leaks (environmental considerations)
  • Cleaning and repainting of oxidised parts;
  • Complete insulating oil treatment / replacement;
  • Internal main tank inspections as required;
  • Taking insulating paper ageing samples during site work;
  • Adding oil passivator / inhibitor as required during site work;
  • Replace complete secondary system
  • Relocate  transformer/ reactor

The individual ITT’s may scope all or any combination of these works.  Detailed scope will be contained in the Individual ITT.
