Tender Overview

The Department of Transport and Main Roads (TMR) in collaboration with the Queensland Police Service (QPS) intends to issue an Invitation to Offer (ITO) seeking Offers for a Camera Deployment Scheduling (CDS) Solution for Queensland's fixed and portable road safety enforcement cameras.


The Department will be seeking a hosted (as-a-Service) CDS Solution which, in summary, performs the following functions:

  1. Is camera / supplier agnostic;
  2. Supports various camera devices enforcing mobile phone, seatbelt, speed and other future offence types;
  3. Maintains an asset register of various camera types and details;
  4. Maintains a list of enforcement sites, including links to site documentation and mapping tools;
  5. Generates multiple schedules using configurable scheduling parameters and business rules;
  6. Communicates with multiple internal and external parties for work orders, messaging and incident management alerts;
  7. Integrates with (or can be integrated with) other departmental Camera Detected Offence Program (CDOP) technologies;
  8. Generates a range of configurable reports; and
  9. Supports invoice management, including verification against configurable contractual pricing and internal approval processes.  

The scope of Products and Services will likely include the supply of:

  • Software / Platform-as-a-Service or Managed Services (as relevant depending on delivery model) including ongoing support and maintenance services;
  • Developed Software (if applicable);
  • Systems Integration; and
  • ICT Consultancy Services.

Any subsequent contract(s) will use the Queensland Information Technology Contracting (QITC) Framework.

Indicative Timeframes

The Department expects to release an Invitation on QTenders by March 2023 with a close date on or around April 2023.
