Tender Overview

Far North Queensland Ports Corporation Limited, trading as Ports North (PN) is a Government-owned Corporation established under the Government Owned Corporations Act 1993 (Qld) that develops and manages port facilities. PN operates the Ports of Cairns, Cape Flattery, Karumba, Mourilyan, Skardon River, Quintell Beach, Thursday Island, Burketown and Cooktown. PN is responsible for maintaining navigable port depths, port facilities and port operations while vessels are alongside its facilities.

The Port of Thursday Island is a community port located in a natural harbour in the Torres Strait at the most northern part of Australia. PN owns the wharf facilities, which are established on both Thursday Island and Horn Island. The port services the needs of the two islands and also operates as a major transhipment point for the supply of essential cargoes to other islands of the Torres Strait.

A vital part of the port operation and infrastructure is the Horn Island passenger wharf facility. The facility provides an essential service to the local community enabling passengers to access ferry operations that service the Torres Strait islands

In September 2022 the Palaszczuk Government announced a $4 million dollar grant for an upgrade of the Horn Island Passenger Facilities as part of Maritime Infrastructure Investment Program. This funding will be supplemented by funding from PN. The combined funding will be used to deliver a project that delivers improved, safer services for ferry passengers utilising the Horn Island passenger facility.

PN seeks professional Consultancy services to undertake Concept Designs of various solutions to meet the project objectives, with associated Multi Criteria Analysis, followed by the Detailed Design of the preferred solution. The services will include assisting PN with Stakeholder Consultation. Likely outcomes may include pontoon and fixed wharf infrastructure. Professional expertise relating to the design of maritime structures, met-ocean conditions, geotechnical engineering, along with associated civil and services infrastructure will be required. The scope of the Consultants works includes obtaining all relevant Statutory Approvals necessary for the project delivery. 

Works are expected to be complete by mid-2024.
