Expression of Interest (EOI) for the provision of Electronic Monitoring

Queensland Corrective Services (QCS or Organisation) is a front-line public safety agency committed to community safety and crime prevention through the humane containment, supervision, and rehabilitation of prisoners. QCS endeavours to ensure officer safety, reduced recidivism, and improved outcomes for prisoners and those under supervision in the community.

QCS is seeking to refresh its Offender Electronic Monitoring (OEM) System to provide greater technological capability to support the supervision and rehabilitation of offenders. 

Subject to Part B:

  • this EOI is the first stage of a multi-stage procurement process. Recommended invitees may be invited, subject to Part B, to participate in a market engagement stage, via an Invitation to Offer (ITO).
  • this procurement and the conditions of participation detailed in Part B, QCS’ preference is to engage a preferred supplier for the provision of offender electronic monitoring, under the QITC framework. QCS proposes that the initial contract term is for a period of five (5) years, with options to extend, at the discretion of QCS.
  • Invitees are to note that if they are invited to participate in an additional market engagement stage, QCS proposes to undertake a suitable and fit for purpose trial of the offered electronic monitoring solution. The trial is to include devices and associated system(s), the solution. Devices will be tested at various locations across Queensland, for an agreed period.
