Tender Overview

Background

This is a Forward Procurement Notice to advise potential Suppliers that a Request for Information has been issued Display EQL2021560RFI (epw.qld.gov.au).  Suppliers must be pre-registered within SAP Ariba to submit a response (refer to “How to Respond” below).

Energy Queensland Limited (EQL) is seeking information regarding potential solutions for a Unified Network Telecommunications Management Tool that is capable of supporting a telecommunication network that utilises both older and newer technologies.

The solution is expected to replace two (2) existing legacy software systems that manage the records for telecommunication network assets within EQL and improve overall EQL business productivity by moving to a common engineering toolset, which also provides features to facilitate improvements to the overarching asset management of the combined telecommunications networks:

  1. Communications Bearer Management Database (CBMD) in the South-East Queensland region
  2. System Tool for the Retrieval and Input of Data and Engineering (Stride) in all regions outside South-East Queensland

In the future, the solution will integrate with EQL’s Asset and Works Management, Geographical Information System (GIS) and Grid Planning systems to improve forward planning and align Network Telecommunications projects with Distribution and Transmission network projects.

Scope

EQL has issued a Request for Information (Display EQL2021560RFI (epw.qld.gov.au)) to investigate software solutions that can provide the following functionality to support the telecommunication network:

  • Telecommunications asset logical management
  • Long term / strategic planning and asset management
  • Project planning and design
  • Implementation
  • Operations and Maintenance
  • Logical and physical network visualisation

Supported Technology Types

The EQL telecommunication network utilises both older and newer technologies.  The solution must be capable of supporting the following:

  • Physical optical and copper network;
  • Dense Wavelength-Division Multiplexing (DWDM) and other fibre efficiency technologies;
  • Plesiochronous Digital Hierarchy (PDH) and Synchronous Digital Hierarchy (SDH) based transmission and multiplexing equipment;
  • Microwave technologies;
  • Ethernet, Internet Protocol (IP) and Multiprotocol Label Switching (MPLS) technologies;
  • Logical wavelength connectivity management;
  • Logical Layer 2 services management;
  • Logical Layer 3 services management;
  • Logical tunnelled service management;
  • Telecommunications infrastructure associated with data centres and Point-of-Presence (POP) sites;
  • Infrastructure including Data Centre supply, racking, cable management etc.

Request for Information

The Request for Information has been advertised.  Display EQL2021560RFI (epw.qld.gov.au)

Suppliers interested in submitting a response are required to register for the Request for Information by following the “How to Respond” instructions below.  

How to Respond

The Customer will be using the SAP Ariba application to manage this process.  Suppliers who wish to submit a response are required to follow the below instructions:

  • Suppliers need to register for the RFI by sending an email to the Contact Officer, Nicole Woods (nicole.woods@energyq.com.au). The email subject should contain the above tender title including the request number and the email should contain the following: business entity name, ABN, business email address, contact name and phone number.  
  • When registration is complete, Suppliers will be invited to respond and will be able to access the EQL SAP Ariba realm via a link contained in the email notification. Please note this link will expire within 24 hours.
  • Suppliers must accept the prerequisite Bidder Agreement under the ‘Review and Accept Prerequisites’ tab to ensure all system generated notifications are received. Notifications may include Content updates and changes to Event Timing.
  • If the Supplier elect to submit a response, they must do so using SAP Ariba.
