Tender Overview

Please note, TMR currently has two separate processes on QTenders relating to Smart Heavy Vehicle Monitoring.  For the purposes of clarification:

  • SHVMS EOI TMRICT22091-EOI is seeking information to assist with the planning for the sourcing of an ICT backend and related field hardware for Heavy Vehicle Monitoring; and
  • CN21142 is seeking to source mobile traffic monitoring solutions which may or may not be integrated with any ICT backend system TMR may implement for Heavy Vehicle Monitoring

The Department of Transport and Main Roads ("TMR") invites submissions in relation to TMR’s intention to procure:

  • an IT Solution for data collection, analysis and reporting related to heavy vehicles travelling over specific bridges in Queensland; and
  • (optionally) related road based sensor technology (for example, cameras, vehicle detection sensors

TMR manages the operation and asset lifecycle of many bridges across Queensland. The Smart Heavy Vehicle Monitoring System ("SHVMS") seeks to monitor and improve the behaviour of specific Heavy Vehicle movements when travelling across 10 specific bridges in Queensland.

To deliver value for Queensland, it is expected that through data analysis, fact-based education, and enforcement of road use conditions that TMR can:

  • prevent premature damage and wear to each of the 10 bridge assets;
  • improve road safety;
  • improve access permit compliance; and
  • inform decisions.

The project expects to leverage CCTV and ANPR cameras, as well as other sensors such as Weigh-in-Motion, strain sensors or LIDAR to capture data about movements of Heavy Vehicles that pose the most risk of abnormal degradation or damage to the bridge structures in question.

An information management system is required to facilitate the management of information collected to support TMR business processes.
