Tender Overview

This Forward Procurement Notice is to advise the market that The State of Queensland, acting through the Department of Education (Principal), intends to approach the market in October 2023, via an Invitation to Offer (ITO) process to establish a Standing Offer Arrangement (SOA) for Human Capital Management Software. The SOA will cover a contemporary Human Capital Management Solution (HCMS) under a Software as a Service (SaaS) arrangement and encompasses the following functionality:

  • Core HR
  • Employee Relations
  • Payroll
  • Strategic Workforce Planning
  • Time and Attendance
  • Relief Management
  • Total Rewards
  • Case Management
  • Learning and Development
  • Workplace Health and Safety
  • Talent Acquisition
  • Rostering
  • Talent and Performance
  • Reporting and Analytics
  • Change and Culture
  • Non-Functional / Technical capabilities

The objectives of the proposed procurement are to:

  • Identify HCMS suitable for agencies across government and establishing an SOA to facilitate efficient customer procurement.
  • Procure an innovative and contemporary HCMS that will allow the Department of Education to:
    • safely and efficiently replace the department’s current The Solution Series (TSS) payroll solution, dependent HR components and enterprise system integrations.
    • provide a platform for all future HCMS functionality.
    • provide improved organisational assurance of workforce risks, mitigation, and compliance.
    • provide enhanced capability in relation to strategic and operational management.
    • provide efficiencies in managing core HR and payroll processes to permit more effective utilisation.
    • provide improved workforce engagement and user experience.

The outcomes of this proposed ITO will result in:

  • An SOA for use by the Department of Education and other eligible Customers, such as other Queensland Government agencies.
  • Contracts between the Department of Education and a limited number of suppliers for conducting an Implementation Planning Study (IPS).

The Department of Education wishes to advise that the proposed contracting framework is the Queensland Information Technology Contracting (QITC), and its preferred model is a SaaS.

It is envisaged that once the Department of Education has selected a HCMS, a separate ITO process will be initiated to select an implementation partner - System Integrator (SI).  This is expected to occur in early 2024, with a view to begin the first phase of the implementation in the second half of 2024.
