Tender Overview

Overview

The Department of Education (Customer) is seeking to establish a contract for a Student Behaviour Solution. Suppliers are invited by the Customer to submit an Offer for Invitation to Offer (ITO) No QED-118326 for the provision of a Student Behaviour Solution.

The Customer is seeking innovative commercial proposals for the supply, implementation and support of a student behaviour management solution that enables schools and corporate offices (central and regional offices) to maintain student behaviour information as per applicable legislation and Customer procedures, and supports the Customer in maximising learning days for students outlined in the Customer’s Equity & Excellence Strategy. 

Objectives

The key objectives of this procurement are to establish a contract for the supply and support of a solution that:

  • replaces the Behaviour module (Wizard) in the existing departmental student management system, OneSchool
  • is fully integrated with the existing OneSchool and other systems, as specified
  • complies with the Education (General Provisions) Act 2006 (EGPA), the Human Rights Act 2019 (Qld), Information Privacy Act 2009 and Department’s behaviour procedures
  • provides modern user interface and enables quicker recording and response to behaviour incidents to improve administrative workload of school staff
  • provides smoother ICT change and maintenance processes
  • provides improved insights on student behaviour and engagement to enable the Department to quickly identify students and schools requiring additional support.

Scope of opportunity

The Contract will cover the following Products and Services:

  • Implementation Services to provide a Student Behaviour system as part of a broader integrated solution
  • Ongoing Operational Support Services to maintain and support the Student Behaviour Solution in conjunction with Customer support teams
  • Provision of licences for the Student Behaviour system

The following is out-of-scope for this Contract:

  • Delivery of any other School and Student Management requirements or changes outside of the Student Behaviour scope;
  • Modification of other downstream systems that use behaviour data are out of scope.  This will be conducted by other Customer teams;
  • Provision of direct user or Service Desk support for the solution is out of scope.  This will be conducted by Customer’s existing Level 1, 2 and 3 teams before referring vendor product-related issues or defects to the Supplier.
