Section 1

Tender Overview

Expressions of interest are sought by the Customer in relation to the supply of the development of artwork for the Health Equity Strategy, Darling Downs Health.

This Expression of Interest creates an opportunity for Darling Downs Aboriginal and/or Torres Strait Islander artists to participate in a major collaborative art project that will lead the development of artwork for the Health Equity Strategy for Darling Downs Health.

The winning tender will partner with the local communities within the Darling Downs region to develop this artwork ensuring it is a true collaborative effort, representing Health Equity within the region.

Please note that this Expression of Interest is being conducted under a ‘set-aside’ selective offer process under the requirements of the Queensland Indigenous Procurement Policy (QIPP). Set-aside is a procurement practice whereby a specific procurement initiative or portion of the contract requirement is ‘quarantined’ and offered, in the first instance, to Aboriginal and Torres Strait Islander businesses/individuals.

  • For the purposes of the QIPP, an Aboriginal and Torres Strait Islander business is one that is at least 50 per cent owned by Aboriginal people and/or Torres Strait Islander people and on either the Black Business Finder (BFF), Supply Nation Indigenous Business Direct database, Office of the Registrar of Indigenous Corporations database or Department of Aboriginal and Torres Strait Islander Partnerships regional offices. For more information on qualification criteria, see the QIPP Indigenous Business Definition.
  • For individuals with ABNs, this criterion can be evidenced through the provision of evidence of Aboriginality.

For more information on Indigenous Procurement, see the Indigenous Business Procurement Guide and QIPP Supplier’s Fact Sheet.

For detailed information, please review the "Requirements/Specification" in "Schedule B".
