Queensland Hydro Borumba Pumped Hydro Project: Main Works – Procurement Update
 

Borumba Main Works - Procurement Update

 

Further to the ‘Main Works – Procurement Update’ provided in February, Queensland Hydro would like to provide further detail on the Borumba Main Works (to assist interested parties with preparation for the upcoming procurement processes for the Main Works packages) in relation to:

  • Packaging approach
  • Delivery model
  • Design approach
  • Procurement process
  • Registration of Interest Phase
  • Industry Briefing

Separate from the Main Works, Queensland Hydro would also like to provide a brief update on the Main Support Works (refer further below).

Note: This is guidance only and Queensland Hydro reserves the right, at its absolute discretion, to amend the procurement process for the Main Works packages at any point.

Main Works – Packaging Approach

The Main Works will be split into four packages (each procured through separate procurement processes):

  • PHES Main Works (including underground works)
  • OEM Works
  • Upper Dams Works
  • Lower Dam Works

Queensland Hydro commenced in late March the procurement process to engage an OEM Delivery Partner to deliver the OEM Works. Any further references to ‘Main Works’ in this Procurement Update is made with regard to the PHES Main Works, Upper Dams Works, and Lower Dam Works only.

Main Works – Delivery Model

Queensland Hydro intends to adopt a collaborative contract in the form of an Incentivised Target Cost (ITC) delivery model for each of the Main Works packages. In terms of the form of contract, Queensland Hydro intends to use NEC4 ECC (Engineering and Construction Contract).

Main Works – Design Approach

Queensland Hydro is currently in the process of engaging a PHES Designer, Lower Dam Designer, and Upper Dams Designer and is intending to appoint these designers in Q2/Q3 2024.

These designers will work for Queensland Hydro and progress the respective designs. Queensland Hydro intends that the designers will be transferred to the Main Works Delivery/Construction Partners concurrently with the award of the respective Main Works contracts. There will be significant opportunity for proponents for each of the Main Works packages to work collaboratively with the respective designers during the procurement process.

Main Works – Procurement Process

Queensland Hydro plans to procure the Main Works packages through staged competitive procurement processes, broadly including:

  1. Registration of Interest Phase (ROI)
  2. Staged competitive procurement phase generally comprising:
    • Expression of Interest (EOI) Phase
    • Request for Proposal (RFP) / Dual Early Contractor Involvement (ECI) Phase
  3. Alignment Phase with each Preferred Proponent

Main Works – ROI Phase

The ROI Phase will be used by Queensland Hydro to identify organisations with the prerequisite experience and capability which Queensland Hydro may invite to proceed to the EOI for each of the Main Works packages. 

Participation in this ROI process will be a pre-qualification requirement for receiving the Invitation for EOI for each the Main Works packages.

Note, a single ROI process will be conducted for all three of the Main Works packages.

The ROI will be released via QTenders.

Main Works – Industry Briefing

Queensland Hydro would like to invite all prospective proponents to an Industry Briefing.

This Industry Briefing will allow prospective proponents to learn more about the Project, the scope of each of the Main Works packages, the proposed packaging and delivery model, and the planned procurement processes.

Representatives from Queensland Hydro will be in attendance.

The Industry Briefing is targeted to occur during the week commencing 6 May 2024 – and will be a physical meeting (with virtual attendance via Microsoft Team also available).

Queensland Hydro will provide further details on the Industry Briefing (including confirmation of the date and location) in coming weeks.

Main Support Works

Queensland Hydro is further developing its approach to Main Support Works (including for example: scope, packaging and delivery, procurement approach, etc) and is targeting to provide the market with further information in the short-term, including:

  • Industry Briefing and Market Sounding – targeted for Q2 2024
  • commencement of procurement processes – targeted for Q3 2024.
