Section 1

Tender Overview

Queensland Hydro is a publicly owned entity established by the Queensland Government to design, deliver, operate, and maintain long duration pumped hydro energy storage assets that will be the cornerstone for the transformation of the state’s energy system. This transformed energy system will predominantly rely on wind and solar energy generation, complemented by dispatchable energy sources such as batteries and pumped hydropower energy storage (PHES). Long duration PHES will be a critical component of this future energy mix.

The procurement process for the Borumba Connection Application Development and Technical Support Services may comprise a two-stage process, including an open market Expression of Interest (EOI) Phase and a subsequent Request for Proposal (RFP) Phase. 

The EOI is expected to be released to the market in Q3 2024 with contract award targeted for late Q4 2024.

The Scope of these services may include by not limited to:

  1. Pre-submission - Advisory Service
    1. Support QH defining Owners Requirements for performance parameters.
    2. Provide technical advice during OEM ECI and tender evaluation.
    3. Review OEM data packages.
    4. Technical support for liaison with Powerlink and AEMO for application process execution strategy.
  2. Connection Application Process
    1. Develop models and run simulations to validate equipment performance.
    2. Lead collaborative workshops with Powerlink/AEMO for negotiated technical performance requirements.
    3. Prepare all documentation for connection application.
  3. Post-submission - Advisory Service
    1. Provide technical support on regulatory authorities’ queries.
    2. Update documentation and models as required for resubmission.
