Section 1

Tender Overview

The Queensland Government Procurement, General Goods and Services, within the Department of Energy and Climate is planning on conducting a targeted refresh to the whole-of-Government GGS0077-21 – Uniforms and Personal Protective Equipment (UPPE) Preferred Supplier Panel (PSP).

This targeted refresh is anticipated to be released in August-September 2024 and will only be available for the following supplier types to further enhance the PSP’s alignment with the Queensland Procurement Policy and Buy Queensland approach:

Supplier type

Required supplier type characteristics

Aboriginal and/or Torres Strait Islander Business

  • Have an Australian registered business, i.e. have an Australian Business Number (ABN); have an Australian Company Number (ACN); or have an Australian Registered Body Number (ARBN)
  • Have a Queensland presence, i.e. office(s) in Queensland
  • A business that is at least 50 percent owned by Aboriginal and/or Torres Strait Islander peoples (in line with the Queensland Indigenous Procurement Policy).

Social Enterprise

  • Have an Australian registered business, i.e. have an Australian Business Number (ABN); have an Australian Company Number (ACN); or have an Australian Registered Body Number (ARBN)
  • Have a Queensland presence, i.e. office(s) in Queensland
  • Meet Social Traders’ Social Enterprise definition:
    • be led by an economic, social, cultural, or environmental mission consistent with a public or community benefit, and
    • trade to fulfil their mission and derive a substantial portion of their income from trade, and
    • reinvest most of their profit or surplus into the fulfilment of their mission.

Note: The above characteristics does not exclude foreign-owned multinational or interstate headquartered businesses.

Suppliers who meet the above supplier type characteristics and provide one or more products in the following UPPE categories will be encouraged to apply:

  • Corporate wear – uniforms
  • Casual/field - operational wear
  • Industrial/high visibility/trade wear
  • Personal protective wear (PPW) – body
  • Clinical and non-clinical protective and safety equipment
  • Workplace protective and safety equipment.

Only applications from suppliers who meet the characteristics for the listed supplier types and provide UPPE will be considered as part of this targeted refresh.

It is anticipated further reviews will be conducted to make sure the Queensland Government has the right mix of suppliers and products on the PSP.
